Siva is chief analyst in the policy team, leading on projects covering NHS funding, finances, productivity and performance.

Before joining the Fund in 2017, Siva was head of analysis at NHS Providers – the membership body for NHS trusts and foundation trusts – where he led a team focused on NHS finances, workforce and informatics. Previously, he was an analyst in the Department of Health working on medicines policy and urgent and emergency care. Siva has been a governor of the Homerton University NHS Foundation Trust since October 2014.

Beccy Baird

The King’s Fund
Beccy works in the health policy team, leading research and analysis across a range of health care issues. She has worked in the NHS and social care for more than 20 years, and before joining the Fund was associate director for service improvement in a cancer network. She spent two years in San Mateo County, California, developing a model of integrated health and social care funding and delivery for older people. She began her career as a researcher in older people and mental health services.

She has an MSc in health systems management from the London School of Hygiene and Tropical Medicine.

Beccy is a trustee of Young Minds, the national charity for children and young people's mental health and is a qualified coach practitioner, accredited with the European Mentoring and Coaching Council.

Alex joined The King’s Fund in March 2016, and is assistant director in the policy team, overseeing and leading policy projects on a range of health care, care quality and NHS system topics.

Before joining the Fund he worked at the Care Quality Commission (CQC), where he led development of the framework and approach for inspecting and rating hospitals, and at the Healthcare Commission, where he introduced risk-based regulation in the independent sector. Alex also led CQC’s work with the Department of Health on the policy and legal framework for quality regulation, and with the Department and other national bodies to agree roles and responsibilities for responding to serious concerns.

Before working in quality regulation, Alex worked in management in two NHS trusts. He has also worked at the Department of Health and at the World Health Organization Regional Office for Europe, Copenhagen.

Before joining The King’s Fund in September 2017, Simon spent almost 10 years as Director of Policy at the older people’s charity Independent Age, researching and campaigning on issues including care home quality, unmet needs for care, social care funding and the social care workforce. He was vice-chair of the Care and Support Alliance in 2017.

Simon has wide experience in policy, communications and journalism, including as Director of Communications at Citizens Advice. He has also worked for ActionAid, in the commercial sector for Guinness and in BBC local radio.

David works in the policy team.

Before joining the Fund, David worked at the Department of Health as deputy director for health inequalities. He managed the Labour government's PSA target on health inequalities and the independent Marmot Review of inequalities in health. While in the Department he worked on many policy areas – including on diabetes, long-term conditions, dental health, waiting times, the pharmaceutical industry, childhood obesity and choice and competition – as an economic and strategy adviser. He has also worked at Guy's Hospital, King’s College London and the Centre for Health Economics in York where his focus was on the economics of public health and behaviours and incentives.

Ben joined the King’s Fund in 2015 as a project director, working for the Chief Executive and across the Fund, including on policy and supporting the NHS in developing new care models.

Before joining the Fund, Ben worked as a management consultant. He has advised central government and the national bodies on a wide range of issues including economic regulation, provider finance, the provider failure regime and new organisational models. He has also worked with large numbers of NHS purchasers and providers on strategic and operational challenges.

In his earlier career, Ben was a fast stream trainee and manager within central government and an advisor at the European Commission. He has academic training in industrial economics and business strategy.

Kieran Cornwell

Kieran leads the Fund’s partnering work with companies through the Corporate Partnerships and Supporters membership schemes and the digital health SME programme. His role focuses on developing mutually beneficial relationships with both existing and prospective partner companies.

Before joining the Fund in 2016, Kieran spent four years working at the Cystic Fibrosis Trust and Shelter. He developed and managed six and seven-figure partnerships with a range of companies across the health care, financial, advertising and fast-moving consumer goods sectors. His areas of interest include integrated care and digital health.

Julia Cream joined The King’s Fund as a Senior Associate in October 2014. She has worked on a number of projects and helped develop a toolkit to improve collaboration between finance and clinical teams.

Previously, Julia managed the communications and public affairs for a number of health charities and third sector organisations including Alzheimer’s Society, The Family and Childcare Trust, the Health Foundation and TimeBank. She has a particular interest in how personal experiences can be used to change and improve policy and practice. She has a PhD from the University of London.

Durka Dougall

The King’s Fund
Durka is a senior consultant in the Leadership and Organisational Development team. Before joining the Fund, Durka worked for NHS Southwark Clinical Commissioning Group as Head of Population Health Improvement and Transformation supporting 13 health and care organisations to improve the health of 600,000 people across two London boroughs. She has also worked for Health Education England as a public health consultant and quality improvement specialist.

Previously, Durka worked in trauma and orthopaedic surgery at King’s College Hospital and as a senior NHS commissioning manager in London.
Durka has experience of working across local, regional and international organisations to improve health and care by understanding needs, designing interventions to address these, evaluating outcomes, supporting system re-design and leading change on a large scale. Durka holds a Masters in health care leadership, a Masters in public health, a Fellowship in public health and was named NHS Emerging Leader of the Year by the London Leadership Academy in 2014.

Harry Evans

Harry is a researcher in the policy team. Before joining the Fund in 2016, Harry worked for three years at Ipsos MORI’s Social Research Institute, focusing on health research, working with a range of health sector organisations, including NHS England and the Department of Health. At Ipsos MORI, Harry worked on the GP Patient Survey, and also had a special interest in speaking to the public about their health data and in emerging health technologies.

He holds a Masters in European language, culture and history from UCL.

Helen joined the policy team in 2013. She has expertise in health service research and a particular interest in mental health and service user and carer involvement. During this period she has led on a number of projects covering service transformation and pressures in the mental health system, and on the role of individuals including supporting self-management, involvement of patients and carers across the health system, and an evaluation of local Healthwatch.
Previously she worked at the Institute of Psychiatry at King’s College London, where she remains a visiting researcher. This research has included a national study of residential alternatives to psychiatric hospital admission, implementation of recovery-orientated care in the community, and a trial of assertive outreach treatment for people with alcohol dependence.

Helen holds a PhD in zoology from the University of Birmingham.

Professor Chris Ham

Chris leads the Fund’s work. He rejoined the Fund in 2010, having previously worked here between 1986 and 1992. He has held posts at the universities of Birmingham, Bristol and Leeds and is currently emeritus professor at the University of Birmingham. He is an honorary fellow of the Royal College of Physicians of London and The Royal College of General Practitioners.

Chris was director of the strategy unit in the Department of Health between 2000 and 2004, has advised the WHO and the World Bank, and has acted as a consultant to a number of governments. He has been a non-executive director of the Heart of England NHS Foundation Trust, and a governor of the Health Foundation and the Canadian Health Services Research Foundation.

Chris researches and writes on all aspects of health reform and is a sought-after speaker. He was awarded a CBE in 2004 for his services to the NHS and an honorary doctorate by the University of Kent in 2012.

Joni Jabbal

Joni contributes to the Fund's research and analysis on health and social care policy and practice. Her recent work includes projects on workforce planning, patient experience, financial failure in the NHS, as well as a major audit of the NHS under the coalition government. Working with other colleagues in the policy directorate, Joni is responsible for work tracking the performance of the health and social care system through the Fund’s Quarterly Monitoring Report.

Joni has a particular interest in incentives and behavioural outcomes in health care settings. Before joining the Fund in 2013 Joni worked at the Royal College of Physicians, focusing on the impact of the NHS reforms, developing new models of urgent and emergency care services, and leading the college’s public health work.

She has an MSc in comparative social policy from the University of Oxford.

Matthew Kershaw

Matthew works in the Policy team and has more than 25 years’ experience in the NHS, most recently as Chief Executive of East Kent Hospitals University Foundation Trust. Before joining East Kent, Matthew was Chief Executive of Brighton and Sussex University Hospitals NHS Trust for three years.

He has led the Kent Cancer Alliance, chaired the Kent Surrey and Sussex Clinical Research Network, and has been a member of the Health Education England Kent Surrey and Sussex governing body. He has also worked with the Care Quality Commission.

Matthew’s early career was in Berkshire, Surrey and Sussex in operational and director roles, including as Chief Operating Officer at East Kent Hospitals and subsequently Chief Executive of Salisbury NHS Foundation Trust. He has also held a number of national roles for the Department of Health including developing the delivery plan for the 18-week referral-to-treatment target and being the first trust special administrator.

Matthew joined The King's Fund as a part-time Visiting Fellow in August 2016. He has been a consultant in general medicine and gastroenterology at Sandwell and West Birmingham Hospitals since 2002 and has more than 10 years' experience in clinical management, until recently working as Group Director for Medicine and Emergency Care. He carried out his clinical training in and around Manchester.

Matthew has a Masters in medical leadership from Warwick University, which has given him an insight into the opportunities afforded by understanding different approaches to health care across the United Kingdom and overseas.

Sandwell and West Birmingham is currently focusing on streamlining clinical processes, modernising working practices and addressing financial challenges – issues that Matthew will explore with The King's Fund and which will be relevant to the wider NHS.

Deena Maggs

The King’s Fund
Deena leads the Information and Knowledge Services (IKS) team. She oversees all the IKS services that support the work of the Fund as well as the external library services available to anyone with an interest in health and social care policy.

Deena’s professional interests include the health information needs of patients and the public and collaborating across library sectors. She is involved with several library interest groups including the Consortium of Independent Health Libraries in London and the CILIP/SCONUL health and social care strategy group.

Before joining the Fund, Deena worked as an information service manager for an international law firm and before that worked in library roles in academic institutions.

Deena is a qualified coach practitioner, accredited with the European Mentoring and Coaching Council. She has an MA in library and information studies from University College London and a degree in music and history from the University of Roehampton.

Katie Mantell

Katie develops and leads integrated communications strategies for some of the Fund’s key outputs that aim to influence policy and practice in health and social care. She develops and leads content strategy for the Fund, including commissioning and overseeing content that translates complex policy and research into accessible and engaging communications.

Since joining the Fund in 2004, Katie has worked in a number of different roles in the communications team, leading on online engagement and content and establishing a multi-award-winning digital team.

Katie started her career in science journalism. Previous roles include news editor for a website on science and technology for global development, and a two-year stint in Chile working for a human rights website and online newspaper.

Helen McKenna

Helen is a generalist whose role spans the Fund’s policy and communications functions and involves identifying, analysing and communicating emerging policy issues as well as advising on their implications.

Before joining the Fund, Helen was principal policy adviser on health and social care at Which? where her work included campaigns to improve the transparency of dental charges and to make it easier for people to complain about public services.

Helen also worked at the Department of Health as a fast-stream trainee and then as a manager. Her roles at the Department included working on the Health and Social Care Act reforms, leading a review of the NHS Constitution and developing a programme of collaboration on health matters between China and the UK.

Helen has an MSc in health policy from Imperial College, London.

Chris Naylor

Chris conducts research and policy analysis and acts as a spokesperson for The King’s Fund on a range of topics. He is also an executive coach and works with leaders in the health system to support change at the local level. He contributes to The King’s Fund’s work on integrated care and health system reform, and has particular interests in mental health and community engagement.

Chris joined The King's Fund in 2007. He previously worked in research teams at the Sainsbury Centre for Mental Health and the Institute of Psychiatry, and has a Masters in public health from the London School of Hygiene and Tropical Medicine. He has also worked at the Public Health Foundation of India in Delhi.

Ruth Robertson

Ruth works in the policy team where she leads research projects on a wide range of NHS policy issues. Recently, these have included the development of clinical commissioning groups, the quest to get better value from the NHS budget and the impact of NHS financial pressures on patients.

Before returning to The King’s Fund in 2013, Ruth spent three years at the Commonwealth Fund in New York researching the implementation of the Affordable Care Act and its impact on the uninsured. She previously worked at The King’s Fund between 2006 and 2010, when she completed national evaluations of two of Labour’s major health system reforms: patient choice and practice-based commissioning. Earlier in her career Ruth worked as an analyst at the Commission for Health Improvement (a predecessor to the Care Quality Commission) and as a medical secretary at various NHS trusts.

Lisa Weaks

Lisa has been responsible for the GSK IMPACT Awards for the Fund since 2004, managing the assessments and the GSK IMPACT Awards Development Network, which provides training and leadership development for health charities. She also led and co-designed the recently launched Cascading Leadership programme.

Lisa has more than 25 years’ experience in the voluntary sector, which includes working with a range of UK charitable grant-makers, managing grant programmes, designing training, leading evaluation and research projects and providing organisational development for charities. She has co-authored a number of research reports on the charity sector and volunteering, and has written many articles on the charity sector. Lisa is also a trustee of two grant-making trusts.

Dan works in the policy team at the Fund, where his particular areas of interest include patient and staff experience and public perceptions of the NHS and social care system.

Before joining The King’s Fund in April 2017, Dan was Head of Insight and Feedback at NHS England. The Insight and Feedback team is responsible for the commissioning and running of a number of national surveys including the GP Patient Survey, the Cancer Patient Experience Survey and the Staff Survey. In addition, the team oversees the patient-reported outcomes measures (PROMs) programme as well as the implementation and development of the friends and family test.

Dan has also worked as Research Director at Ipsos MORI, specialising in public attitudes to the NHS and social care. He has a Masters in public health from the London School of Hygiene and Tropical Medicine.

Lillie joined The King's Fund as a Fellow in the policy team in August 2014. Her work at the Fund has included a joint project with the Health Foundation on a transformation fund for the NHS, and the development of integrated commissioning options to build on the work of the Barker Commission on the future of health and social care. Lillie is currently working on a project exploring the impact of financial pressures in the NHS on patients’ access to quality care.

Before joining the Fund Lillie worked in the health team within PricewaterhouseCoopers’ advisory practice, where she supported NHS organisations on a range of assignments including public procurement projects, organisational and commercial change and strategy development projects. While at PwC, Lillie spent 18 months on a secondment to the Department of Health's NHS Group where she worked on provider policy.
